As in so many aspects of our lives, relationships are also crucial in the world of intelligence. They are fundamental both to the gathering of information and in the reporting of the analysis to inform the decisions of our policymakers. If the relationships in either area— the collection or reporting—are weak, or break down, we can have bad intelligence, an intelligence failure, or worse. The purpose of this forum is to discuss and understand the different kinds of intelligence relationships, why they are important, and what happens if they are strong, weak, or non-existent.
